A toast to welcome 2003!! Can we
say that we had accomplished much in 2002?
Yes!!! As former ARBEX Chair Vic Berrey
reported their accomplishments, we can all stand proud of our Association. My congratulations to all of you, 2002 officers.
Speaking of accomplishments, you
may have read here somewhere of the MSEP performance of SED IV trainees. We put our best efforts not only for personal glory but more
so, for the Department. Take a bow, topnotchers!!!
2002 was the time when the
Department changed its name twice!!! From DRB to RCMBD to SED
IV. The longest name - Rural,
Cooperative and Microfinance Banks Department (RCMBD) – was the most
short-lived. It was also the most
descriptive of banks we supervised.
Henceforth, we will be Supervision and Examination Department IV
(SED IV). Bilog talaga
ang mundo. When we entered BSP in the 80’s, we were then
known as SES (Supervision and Examination Sector) Department III. At least, may promotion naman!
The BSP Employees Association also
clinched an insurance program covering our dependents. We can not use the
dependents’ allowance anyway we please, hu, hu, hu.
After a long hiatus from directly
supervising banks, I was reassigned back to operating division effective
October, 2002. Now, I had to juggle time
between MOR Committee work and division jobs. Very
challenging, indeed.
For 2002, there were 50 circulars,
60 circular-letters and 17 memoranda to all banks released/issued. How many had you read?
Let’s go to 2003. Again, we had a reshuffle of Bank Officers
III and I, effective January 16. As usual, we heard oohhs
and ahhhs around.
Take each assignment an opportunity for doing your best.
When we got our January payslip, we were surprised to note the reduction in our net
take home pay. The
culprit? A staggering increase in
our GSIS contribution!
With the effectivity
of the new GSIS Charter, a lot of our colleagues opted to retire. So we say, God speed to DD Noni Escuadro, MII Oswald Gervacio, Nilo Duka, Fred Orticio, and others
who are leaving the portals of BSP.
So, bear it guys, your declining
take home, I mean… Benefits will be when
you retire!
Circular No. 364 dated January 9,
2003 revised the computation of the risk-weighted assets – i.e. 75% risk
weights on small and medium enterprises (SMEs) and
microfinance loan portfolios that meet prudential standards.
There is an ongoing study on data
warehousing where some of our colleagues, headed by DD Nilda
Allon, are assigned in committee. We count on you guys to solve some of the
problems in paper work/piles (yes, not file but piles kung
saan nadadapa si Ernie V.!).
My congratulations to Ms. Cholay Ocampo and all elected
ARBEX officers for 2003. May your stars
shine brightly for ARBEX.
On a high note, allow me to quote
from my assessment of the MSEP Program.
“I also realized how fortunate and blessed I am to be in an organization
(i.e., BSP) aiming to be a learning one, where my potentials, career-wise, are
being harnessed. All the
strategies/approaches towards developing my career, are provided – education,
training, seminars, travels, and other activities that would improve my personality
and skills.”
