Time flies really fast! Our association just held its 2003 annual
general assembly and election of directors & committee members last January
17, 2003 . Elected were four of the nine directors who
will serve for two years. For practical reasons, the term of office of
directors is such that four or five of the members are elected every year. This
year, the four who were elected are some of the “biggies” in our association,
figuratively and literally speaking. Ranked as to number of votes garnered,
they are Caloy Landagan, Tino Buenaventura, Aven Tongo and Vic Berrey. One
noticeable common denominator among them is that all have once been the
president of ARBEX.
Also, chosen were three members each of the
different committees and will hold office for one year. Elected for the Credit
Committee were, Brenda Noynay, Lorna Aquino and Rudy Austria; for Audit Committee, Manny Desquitado, Nato Trespeses and Josie Aragon; and for the Election Committee,
Hazel C. Pajutagana, Lily Ermino,
and Maricel Cardiño. Congratulations! We all look forward for
another fruitful year with you as directors and committee members.
In addition, one important issue tackled in the
general assembly was the proposed amendment to Article II of the Cooperative’s
By-laws on membership. Pursuant to the article, the membership of our
association is limited to officers and employees of the Department of Rural
Banks, now Supervision and Examination Department IV. However, the Board has
received numerous requests/queries regarding acceptance of members from other
departments within the BSP. As approved by the Board, a proposal was set before
our members, who in a referendum simultaneous with the election, were asked to
vote either “Agree” or “Disagree” on the question “Do you agree for the
BSP-DRB Credit Cooperative to accept personnel of other departments in the BSP
as Associate Members with no right to vote and be voted upon and with rights,
privileges and responsibilities as may be approved by the Board of Directors?” .
Although the “Agree” votes of 97 won by a small
margin over the “Disagree”
of 88 or by 9, nonetheless, the votes were not enough to meet the
required majority number to effect the amendment of the By-laws. There’s a
status quo, therefore, as far as the issue is concerned. However, since no
clear consensus emerged, I believe it will be good to reconsider the pros and
cons of the issue. Being vital, it can be calendared once again for a definite
resolution.
And, as the past year has been a fruitful one for
our Cooperative, we hope that the enthusiasm displayed in the deliberation
during the general assembly, a clear demonstration of our serious regard for
our cooperative, will bring more rewards for us in terms of patronage and
cooperation. Also, it may be a little late, nevertheless, Happy New Year to
all!
